Scott Flanigan, Director of Public Works, says farmers historically have had uses for old tires on their properties, but many have accumulated huge stockpiles. Farmers that met the criteria determined by the Farm Bureau to be eligible for the program were granted disposal of passenger, light truck & farm equipment tires. Flanigan says they are chipped into mulch by a recycling contractor for use as an additive in asphalt pavement, garden mulch and for playground cover. MDE reimbursed the county for costs, while MD Environmental Services organized the program.
